The game is called 'The Sims' Free play. It is played on the iPad or the iPhone, depending on your desire. I find it easier to play on the iPad, because you can see it better. Its graphics are 3D and are quite realistic. The game is open world and you can customize your houses and sims, but there are quests you have to complete to unlock limited time things and to access certain jobs and hobbies for your sims.
There are a few glitches, but a lot of games do. It's the nature of the beast. The music is cheerful, but can be a bit annoying to others. The game can be played without WiFi, but it must be opened when connected to the internet. Its free to download, but does have some in game purchases. Overall, its a game worth downloading onto your mobile device.
